Okay so here is what happened with Auglaize county. It was part of Lima then it started to bounce between Lima and Dayton in the late 1990s. Due to an FCC action taken by WTLW in 2002, it kept on bouncing between Lima and Dayton. Nielsen wanted to put it in Dayton, FCC ruled in WTLW's favor and made Auglaize a Lima county. Nielsen fought it. Finally either lost, gave in, or the market actually did change.
At the time Dish started offering locals in Dayton it was part of the Dayton market. Dish was allowed to "lock" Auglaize county as a Dayton market county for 5 years after a market change. Auglaize bounced a few more times between Dayton and Lima until about 2007. Since either 2007 or 2008 The county has been part of the Lima market. Guess what... time's up. Dish (By law passed by Congress and signed by Pres. GW Bush and administered by the FCC) has to replace Dayton locals with the "correct" locals for that county and give you Lima stations.
