I read in an on-line newspaper article that Dish and Direct are trying very hard to get SHIVRA to allow the import of network affiliates into markets where Dish or Direct do not offer that particular network. But here is the interesting part: Dish stated that if the law were written to allow that, Dish, in exchange, would offer PBS HD digital locals. I can't recall where I read it, but it was about a week ago.
