Not getting output from coax connection on VIP 612 replacement

I am installing a replacement VIP 612. I use both the HDMI and the RF (Coax cable) output. This dual output worked on the previous receiver (until the HDMI port broke after moving the TV). For some reason, I am not getting signal out of the RF port although both the HDMI and component connections work just fine. I am sure that I am missing something in the set up of the Dish receiver but I am not sure what. Any advice?
 
TV set to the wrong channel maybe?
Thank you for the suggestion. The TV is set to the right channel and that is the same channel it was set to when it worked with the previous receiver. I checked both the cable and channel by hooking up the TV through the same cable to an old VCR (I guess all VCR's are old, these days) and confirmed that the menu from the VCR was shown correctly on the screen.

Also, there seems to be some signal coming from the dish as the screen is showing a different pattern on the right channel than on other channels and the pattern changeswhen I disconnect the cable.

I was wondering if there is a set of HDTV setup preferences that should be used?
 
Connect it with RCA cables for now and verify you can get into setup - then go into the modulator and check for it being set to channel 0 as I've seen many receivers lately modulate to channel 0 for some odd stupid reason.
 
Go to the 612's RF Modulator settings and check what channel it's outputting on.

Excellent suggestions from rglore and DVRexpander.

Following their suggestion, I checked the modulator ("Menu>system settings>installation>modulator setup" for those like me who did not know where to find such a thing) and confirmed for a second time that it was set to channel 3. I then went to the RF input for the TV, which was also set to channel 3 and still had fuzz, just as before. Since I did not realize that the output could be set to so many other channels, I went to channel 4 and then switched the TV to channel 4, out of curiosity. The TV fuzzed there for a while and then, as if by magic, a picture appeared. I then switched the modulator and the TV both back to channel 3 and the signal was now visible on that channel.

Having confirmed that the receiver was now sending a signal, I then hooked up the coax from the dish receiver to the analogue TV I was trying to get a signal on and there the image on that TV. Apparently, the DISH receiver needed some sort of confirmation, either from the modulator being set or from an exchange with the TV, that the modulator setting is, indeed, the correct one.

I may send a message to DISH technical support as they could not figure it out, after spending time making sure I had a signal input rather than telling me how to check the output. As a result, I received a second, apparently unnecessary replacement.

Dvrexpander might have been right on. Can any NTSC TV tune to channel 0?
 
Yeah I don't know about TV's going to 0 but I've seen many receivers once they download software or updated software for the first time, they would modulate to 0 on the output. The only way to change this is to connect with RCA cables temp and change the modulation in the setup then it works fine on coax.
 
There used to be a channel one, but that went away pretty quick.

I have seen many replacement (re-manufactured) receivers that have had inconsistent "default" settings.
I personally would check them all, especially the hd settings (have seen a lot of them set to 4x3 (should be 16x9 , 1080 or 720 ,assuming that what your tv is)

on some tv's where channel zero would be is input one then two and so on toggling through with the channel button which is nice when you don't have the original tv remote.
