Ok they all look good except for 99 (s) and 103 (s) those are at zero. I flip to the tv and I am picking up all the HD channels. I guess I dont need those two?

If he doesn't get the 99s or 103s he won't get his locals, provided D* carries them.
While he's very close, and is getting all the Conus HD channels now, he wont get his locals.

The RC65 is an IR remote, you would need to find a RC65R or a RC65RX to have RF abilities.What is the "best" remote for my receiver (H20-600)? I need to buy a couple more, wife losses them on a regular bases. I think Rf is better than IR, so I want RF.

Your locals are coming in on transponder 18 with 89%.
I was under the presumption that you had NO signal on the 99c Sat, you have strong signal on the 17 and 18...
The other transponders that you have numbers on are for other areas in your spotbeam that you don't receive.
