No D* locals, question

I currently am not able to receive locals via D*. Does anyone know if D* would offer a credit back because of this. Thank You in advance.

The package used to be $5 cheaper if locals were not available. (I signed up Nov '07 and paid $5 less until my locals became available) Some people say they do not do that now and it's a basic price for all. I would bet that you could ask them and them would knock it down $5 for ya.

If you aren't offered LIL, you should be getting a $3 discount.

The discount is built into the price of the package. for instance, Directv doesn't offer my locals.

My bill reads as follows:
11/09 12/08 CHOICE - no locals Monthly 49.99
11/09 12/08 HD Access Monthly 9.99
11/09 12/08 Network: ABC HDTV Monthly 1.99
11/09 12/08 DIRECTV DVR Service Monthly 5.99
11/09 12/08 DIRECTV on DEMAND -Complimentary 0.00

The cost of choice if Directv had my locals is actually 52.99, so I get a $3 discount.
