What does "Jump to Tick" feature do?

Recorded programs are usually divided into 15 minute segments indicated by "tick marks". A certain key press jumps forward by segments rather than having to fast forward.

I've been wanting an "index" feature for the longest time on DVR recordings (where you could specify your own indexes for future reference).
