You will see a NFL team (or any professional team for that matter) move to another city before it EVER goes out of business, period. The last time the NFL lost a team due to lack of financials were the original Dallas Texans, that was nearly 70 years ago (1952, to be precise). In fact, this year is the 60th anniversary of the NFL instituting revenue-sharing...each team gets their equal cut of the collective TV money pretty much before a season starts, and most of that money is already allocated to the salary cap before the first down of the season is played.
Hell, the way it's always been set-up, barring stadium issues (which should be all taken of by the team IMO, or at least pay no less than half of the costs, if it's a government-owned facility), you would have to be an absolute sh!tty businessman if you allow your team to go out of business--unless you're Art Modell, and you had Baltimore and the Maryland state government bail you out with a sweetheart, big-money stadium deal.
