If I get a new Wally to replace my current one will I have to pay an activation fee again? I would de-activate the old one.

Doesn't matter, that $40 covers all receivers and all EHDs on that account.

No, you activate an account not a receiver. But yes, the new receiver must be activated. So, you might get charged for a new account activation but there is no charge to add or remove receivers from that account. And, once you pay your $40 to add an EHD to that initial Wally there is no additional charge to add more EHDs to other Wallys as that is account driven.
