Sounds like a pc based tuner card should be the first to handle things. I am unaware of a consumer grade STB that is doing HEVC right now. If it is all IP, as in a data feed, there should be a software angle to handle the decoding. Please note I am simply talking about decoding the HEVC wrapper, NOT talking about removing encryption. In our market, encryption may come later with this new format as more hardware hits the consumer market.
Titanium may have more insight about the availability of consumer level STBs for a signal of this type.
I would hazard a guess that the signal will have a difficult FEC based upon the data rate of the 4K signal. My best guess would be that they will use DVB-S2 or a modified implementation. I would not want to be the one tweaking a 76cm reflector to receive this signal.
