MPEG2 HD will likely stop in around a year, but the MPEG2 SD will be around for many, many years to come.

And, even long after analog OTA is gone on February 17, 2009.

They'd just convert the digital signal and retransmit it to the SD set top boxes via dbs.

The rule for converters only applies to old analog TV's for digital OTA.
