MLB Extra Innings Now Available

I seriously just don't get the blackouts. I just checked the schedule on mydish.com and it shows the White Sox/Tigers game is on channel 476-04 on EI. I did an online chat, and I was told that game is blacked out in my area. I'm a tigers fan living near Madison WI. Does that mean if I order MLB.tv it'll be blacked out on there as well?

Has anyone had any luck signing up for EI through mlb.tv? I already have a subscription to mlb.tv and there's a page to add EI, but it seems to try to load, but fails near the end.
