Major issue b/w Dish and Video City

Video City is a company that installs dish antennas and receivers for Direct TV, Dish network, etc. They work in Dallas area in Texas. You need to know this for later. Anyways, we have Dish Network and we have been their customers for 12 years now. We also receieved our receivers from Dish. We have American channels as well as indian international channels. We live in an apartment complex called Briarcrest and our antenna is on the roof. We recently recieved a mail from Dish network stating that we should get our Dish upgraded to avoid any issues. The upgrade is supposed to be free. Well, our apartments complex has a contract with video city only and wont let anyone else touch the antenna. 2 different techs came from Dish to upgrade and both were told that they cant touch the antenna. Only people from video city could. So we called Video City and told them the problem. They said since we didnt purchase the receiver from them, they would charge us to go up there and upgrade the antenna. They charge about $60 for first half hour and then $65 for every 15 mins. afterwards. I am not willing to spend so much money for something that was suppose to be free to begin with. What can I do? Any suggestions?

If Video City has a contract with the apartment complex you will probably have to pay their price to get the 118.7 dish you will need for internationals.
