I have not heard that and don't know how it would be possible since he was burned up in ROTJ.

Disney is in it to make $$$ and Vader is the most marketable character so I always suspected a revival was in the cards. In Lucas "original" drafts, the Death Star was suppose to bite the dust in Ep 6 and the Emperor was suppose to make his initial appearence in Ep9. Fearing only 1 movie would be made, he opted to blow the DS at the end of ANH and thinking he'd never make anymore movie after ROTJ, he brought in the Emperor. If you read the entire treatment, you'd notice Lucas borrowed a lot of names and plot elements and placed them into the prequels. IIRC, in EP9, the force was to 'resurrect' Obiwan and Yoda to duel it out w/ Vader. Considering the force empregnated Anakin's mother, its would be plausible that the force can also resurrect people.
Considering that Anakin and Vader are two different people, and cloning is a major theme in the Star Wars Saga, am going to reach out and saw someone is going to clone Vader. Buy doing so, this leaves the Anakin legacy in place or possibly helps fufill the prophecy by having a ghost/spirit Anakin mentor the Skywalker kids like Obiwan did w/ Luke to defeat the Dark Side.
Am a fan, and speculating is half the fun.

That's subjective. When Anakin turned to the dark side, he ceased to be Anakin and became Darth Vader.
So they can come up with any crazy explanation to do anything. And lose us because we cant count on anything.
