It says early TVs "had small screens to accommodate limited signal resolution". Wasn't it always 525i? My take is that the screens were small (comparatively) simply because making them larger would have been too expensive for mass production at the time. Early TVs were very pricey as it was. But there were some interesting forms.

We knew some people who bought a new Color set in late 1962 nearly $1,000 with tax.

As I Recall, the 525 was the set max. It included picture data and often, blanking intervals. Actual screen resolution might be anywhere from 300-480 lines.

And the system was designed with the expectation that the largest TV to ever use NTSC would be 19”.
