Not true - metal case is perfect protection against ESD, while the plastic is work as Van dah Graaf generator under sun and wind conditions.

Exactly... the metal will dissipate the static, and it is directly connected to ground. Plastic coating encourages static buildup.Pretty sure metal is a little more conductive of static electricity than coated plastic.

It will build up on outer surface of the plastic cover. Pretty simple stuff to continue discuss your mistake: "it also supposedly helps reduce static buildup from wind and debris...".
