According to many recent reports on the Outernet discussion forum, the Outernet is only being transmitted by the satellite over America. The folks in Europe and Asia have not seen anything since September 20th.

Today the European Outernet satellite transmission (from AlphaSat) was restored. Asia is still down and no ETA of when it will be back.
