If the normal expression is"...than Carter's got pills", Gerry makes perfect sense. Plus, he ain't never been no dumbass in this here forum. One of the smarter and wittier members, I'd say.
Now, if one were to use President Carter in that expression, it would make more sense to say"...than Carter has teeth", since he never really made a lot of excuses during his tenure, but had that big, toothy smile. (As opposed to say, an arrogant smirk.)
