Issue with Monroe, LA locals

Does anyone know the reason why DTV did not include the CBS and ABC Affiliate in the Monroe, LA/ElDorado, Ar. locals? This is the only reason I do not switch to DTV. My local telephone company offers a great saving pkg. when bundling with DTV but the local issue is a holdout.

Does anyone know what the issue is here?

probably a retransmission issue...CBS is owned by Hoak Broadcasting and ABC is run by Hoak.
