Since mine was $17.05 and I have had service about 4 months, yes, it looks like it.
 
Vurbano hits it on the head. This is definitely the tax refund. If you go look at your statement online, and get into the detail, it is listed as a Tax Refund. Mine is $31 and change. Billing date is 12/2.
 
I didn't get a tax refund. Instead my monthly bill went up from $94.76 to $100.49. Here is my lastest bill.

Instead of a tax refund, my FRANCH FEE EQUIP/SMT/REM went up from $5.36 to $11.09. What the hell is that?

And at the bottom of my bill is this statement:

To ensure that the proper tax credits and adjustments are reflected onyour bill, we have delayed our adjustment process pending further review. We appreciate your patience as we work continually on updating and improving our billing system inorder to better serve our customers.

Anyone else get fee hike on their last bill?
 
Florida charges a tax. And it looks like maybe they weren't charging you enough before. In states that don't have a tax, their should be a refund. Some states probably have a smaller tax than Florida and people in those states may get a refund, if the tax is less than what they were charging. I believe Voom was charging everyone everywhere the same amount or %. Now they will probably charge you whatever your particular state tax is.
