Let me repeat the original question for you since it was strayed off on a tangent: "people" certainly means "customers" in this case.

They can't, so will circle around the question. My earlier post asked for any link that made it a criminal offense for the subscriber. I'm not advocating to "move" nor telling someone not to. Just saying, you won't go to jail.
