Is Hopper 1080i or1080p ?

The only 1080p on either is strictly with PPV...if your TV is compliant. All the cable/broadcast channels are 1080i, with the exception of ABC/ESPN, FOX and maybe a couple of others. So I guess the answer to your question is really both, or neither.

ABC, ESPN and FOX broadcast in 720p, not 1080p. There is no bandwidth difference between 720p @ 60 Hz and 1080i @ 30 Hz.

The 1080p used for PPV movies and on Blu-Ray is 1080p at 24 Hz film rate. When film material is broadcast as 1080i (or any 60 Hz interlaced image for that matter), film frames are duplicated in a 3-2 pattern (one film frame for 3 video fields followed by one film frame for 2 video fields). Most modern TVs are good at detecting the "3-2 pulldown" and eliminating it for at 72, 120 or 240 Hz DISPLAY frame rates.

1080p @ 60 FRAMES per second (non-interlaced) would use twice the bandwidth of 1080i or 720p which is why we don't see 1080p@60 broadcast over the air or on satellite services. However 1080p @ 24 Hz uses 1/5 LESS bandwidth than 1080i @ 30 Hz.
 
The question is about the Hopper. The Hopper plays whatever is sent to it - up to and including 1080p - as does any other available Dish HD receiver.
