The Hopper3 with the + unit installed is for this purpose in that it has the added capability to add apps to IPTV sites. Alternatively any device that has a browser might work.
The Roku, Fire Stick and other devices are also capable of using many IPTV apps.

I believe the Hopper 2 and Hopper 3 support them.

These IP channels are not android channels that require a plus. Most of them are foreign channels and I believe they have a big selection of soccer channels as well.

HBO Signature, Family & MoreMax are among some English IP-only channels; also Charge & an HD version of TheGrio.
My understanding is that any Hopper, Joey or Wally receiver that's internet connected, can view these channels.

Charge is HD and, no, because it is a streaming channel it cannot be recorded.
