International Free For All ?

What exactly is this "International Free For All" here is the link DISH Network -- International

Can someone explain this to me what this is, does this mean that you could get free international programming? If so how? By the way I currently do not subscribe to international programing. The website says no service access fee.

If you click on the link down at the bottom that says "International Free For All", it says that new subscribers get $5 back per month for 40 months. In other words, they get the hardware for free.

"No service access fee" means no Bullsh!t extortion fee for not having a standard American programming package in according to the international channels.
