install dish on tower

Can I install dish on a free standing tower 20 feet high or will I get too much wind movement?

Who made the tower and what type? Back in my ham days I had a Rohn tower that was supposed to be free standing up to 60 feet. However free standing doesn't mean it wouldn't sway a little. If you had that type at 20 feet high I would think you would be ok.
