They say they can be in operation in 2013 using the 12.2-12.7 range at non interfering (reduced) power level.

I'm guessing that the "temporary" dbs satellite they refer to using until a new BSS satellite is placed in service is Directv 1R. Negotiations with unnamed party in progress.
