Depends on the town typically. Either way, the address must be legit. One piece of returned mail, and Bell shuts down the account. And believe me, Bell sends out fliers all the time (including the monthly magazine)
As for VOIP, yes it can be used. I was already using it as we take it with us to Canada during the summers, and so the wife's relatives can call cheaply.
But to get a VOIP number strictly to bypass a broker isn't cost effective (but does facillitate more than 2 recievers as you can now do location ID checks), as you'll be paying $60/year anyway plus any extra for a P.O. Box to acomidate an address.
