No, I think it was called ExtremeHD. Had its own small dish, was going to sell Blu-ray quality movies. 2 years ago maybe. I only follow the FTA forums, so am clueless about where this idea went.

I've seen the shot of the White House projected behind the anchor on CNN. The networks probably have unlimited b/w on their main sats, so why not use it?
As for the beach cams, I imagine they might pump up the bitrate at some point.
If it looks as horrible as this thread is leading me to believe, then I can imagine how bad it looks on the larger videowall at the retail stores.
