I've only read a little about it online, but it sounds like you run a server program on your computer and configure the computer's ip address into the receiver as the ip pvr server. When you press record on the receiver it sends the data to the ip pvr program on the computer.
Based on my understanding of the ip pvr feature it would not be feasible to use it to stream to another location. You would be better off letting it record to the PC via timers and then use VLC's http control/streaming to browse and stream the recorded files.
If you want to be able to flip channels and fully control the receiver from another location you should consider a slingbox solo.
I think an inexpensive Coolsat 5000/6000 ($30-$50?) + a slingbox solo ($140) would probably be about the same cost as a new receiver with ip pvr support. And the Coolsat is known to work really well. From what I've read the ip pvr features don't seem targeted at the FTA crowd.
Personally I would love to have a nice reasonably priced blindscan receiver with ethernet and support to multicast a transponder (or just one channel) out on the local ethernet. The dreambox receivers can multicast but don't have blindscan.
