Sounds like the wires to the receptacle are loose.

Sorry I may have confused you by not properly replying with his quote. I use a UPS battery backup and conditioner on all my electronics. This could be his problem though. A loose wire and something else large on the same circuit and it will ack or at least surge/brown that circuit. You wouldn't even need to touch anything!

I have never used an UPS on any of my Dish equipment. I have one on my server downstairs in the basement, and also my network gear in the closet.

This is just a suggestion for diagnostics; plug the Hopper into the wall and see if the issue goes away.
