do you know if I can get hispa sat here in Freso Ca, and what is my azmt and elevation
 
Most likely you can not, I think you are talking about 30 Degrees West.

In Northern California you should be able to see 58 Degrees West to 179 Degrees West. (You might be able to see a little bit more on the east like 5 degrees).

AS Qwert1515 said , 58.0 west is your limit to the east .

In order to watch 58.0 west Ku , you will need a Universal LNB .

Cubavision International is the channel most people watch when Hispasat is not available due to location or LOS.

The "El" is the elevation , or how high above the horizon you'll find the satellite.
A negative sign, means the bird is below the horizon.
