Help from Cuba

I was using an FTA receiver Pansat 3500SD, and as all you know in Cuba is imposible to import a satellite receiver, so I wish to know if there is any way that I can use this receiver with a pay card from Dish, as this receiver have a card reader.:up
Can you help me?
If this is posible, do I have to flash the rom?

Dish does not use FTA or card readers, you need to get a Dish Network receiver.
