Yes. If there's some frame of reference like a gutter, tab roofing or siding, you can get an idea if the mast is way out of plumb. Something in the picture should be identifiable as either horizontal or vertical.

It is easy to tell if a mast is way out of plumb, that goes without saying. You inferred that you could tell if a mast was plumb by looking at a picture. If you are going to use part of a building as a frame of reference to tell if a mast is truly plumb, then you are on a fool's mission. You have to use a level or a plumb bob for that.

You don't need a level or a plumb bob to tell if something is significantly off kilter (a 5-10 degrees seems likely in this case).

I already agreed with that. What no one but you agrees with is being able to tell if a mast is plumb by a picture unless it's way off.
