Hd upgrade with an Sd TV

OK I have just ordered an upgrade to the HD package and I only have a SD TV for now.
I have only one TV so I am getting the one TV HD receiver the CSR told me that he was not putting me in for the HD package because since I only have an SD TV I could not see the HD channels.
I thought that the HD receiver would down convert the HD single to SD in my case.
Am I wrong or is the CSR incorrect?
If the CSR is incorrect how do I fix this?

He also told me that I had to send in a rebate form to get the receiver for free but I can't find the form on the E* site. Help.

You may want to cancel your order and start again. An HD receiver still outputs on composite and "S" video so any HD channel will be available for watching on your TV, just not in high definition but still excellent picture. If you are upgrading strongly suggest a 722 DVR instead of a 211.
