I bought one from ebay, and tested it with my dish on 101w however it scans in encrypted channels like comedy central and nickalodian and they play. Is is normal?

Scanning them in, yes, normal. Playing them, NO, that's not normal. GTMedia is a known hacker receiver, and the finder has the same firmware

I bought it for the actual vendor, i am surprised the can sell them this way. I was gonna buy an actual receiver for another dish i am setting up i currently use Octagon but don't want to spend that much this time, do you think i should avoid them?
