Green Screen

I periodically get a green screen on my locals, Pittsburgh, the installer said it's because they are moving my locals from 99 to 103.

If this is true does anyone know when this will be done?

I got the same thing over the weekend a couple times. They just started offering locals in my area (Baton Rouge), so I assumed that I'm already on 103. Am I right about that?

Does it happen while you are changing channels or while your watching tv?
