According to ESPN's Lynn Pasquarelli. It is listed on the front page of ESPN's site as well. It reported that terms had been reached on a 4 year/$25 million contract that has been agreed to in principle.

Looks as though, if everything goes through, that Garcia had his offer upped a bit by the Browns, or the language of the contract is spelled 'friendly'.

If it's true (and it looks like it is) this is a heck of a move. QB just went from being a huge question mark to a position of strength. Now we'll find out 1) how chronic his back problems are and 2) whether his great numbers in SF were mainly because he's well suited for the west coast offense.

Garcia isn't a pure pocket passer. It'll be interesting to see how the Browns adjust their offense for a guy who is most effective when moving around.
