FTA and Subscription services

I'm not sure where to post this one, so I'll start here. Mother has a BUD and an ancient analog receiver. She buys some programming from NPS. A lot of stuff is going digital. They offered her a Motorola 922 package to just swap out receivers, but they want lots of money for it.

My question is, can an FTA receiver (Fortec Ultra, 2688, etc.) be permissioned for subscription channels like the packages NPS offers?

I thought she could save some bucks getting one of the great package deals offered by some of the fine folks here and add Ku to the mix.

No. The digital channels that NPS offers are in Digicipher 2 format. A DVB/MPEG receiver will not work. A consumer 4dtv receiver is required.
