Existing customer that wants a system installed in an additional location

Wait. It's not the same bill, same cost. The access fee for a second or third receiver is nowhere near as much as the full bill for service. In fact, the access fee is the same if you have basic service only or if you have every single channel offered.

You are absolutely correct and I had not thought that through obviously. I have never had more than one receiver so I was thinking more on the line of moving the receiver around with me like in a motorhome. However, with two receivers that is not paying your bill for the service you receive, especially if both are not with the account holder, and it would clearly be fraud. In that instance Dish, or anyone else, should hammer the person for doing it ... so I agree. Thanks for clearing that up too.
