ESPN2 HD College Football Blackout?

I don't get ESPN / Dish's blackout policy. Last Saturday evening I tried to watch the Notre Dame / Michigan State game on ESPN2. When I switched to the channel I got a message that the game was blacked out in my area because it was being shown on a local station. But the only Tucson area station broadasting any sports was the Tucson ABC affiliate, and they were broadcasting the U. of Arizona / USC game.

What gives? Any insight appreciated.

There was no screw up, it's exactly how it was supossed to be.
