Easiest way to get RTPI

My friend misses the Portugese channel RTPI. Can someone please point me in the right direction of getting the cheapest FTA setup that would get this channel?

Where does he live? If he's in the US lower 48 he should be ok with an average ku setup for AMC4. I always say a 1meter dish, but 31-33" would prob pick that satellite up just fine. Click on the sponsor's links at the top of the page, some or all of them sell a fixed-dish system or will help you put one together. Everyone likes that Mercury 2 receiver for beginners.

edit: Sadoun and SatelliteAV both sell a fixed dish system with reciever I mentioned for under $200 (add shipping though)
