Does Dishanywhere.com always display 4:3

On my PC with 16 X 9 monitors, 2 of them. One is only capable of 1360 X 768 resolution. On this one when I go to full screen I get a small window for the actual video about one quarter of the screen. When not in full screen I get a slightly larger video display. in both cases I get a black frame around the video window. When in full screen I can put my mouse cursor below the video window and pop up the controls. When not in full screen I have to scroll down to the video controls, cutting of the top of the video screen. Is there a way to manage the size of the video window within Dishanywhere.com to increase the size of the viewable image.

I just got this message

We have detected that your Internet connection is insufficient for playing video. (Error 16)
Please try connecting again, use another Internet connection, or disconnect other devices from the home network to free up bandwidth.

I am on a local gigabit network with my HWS and my PC both plugged into the same router. I have TWC for internet with 50mb/5mb. every time I have checked internet speed it is either very close to that or higher.

Is there an easy way to conserve wireless bandwidth on an Android device when no WiFi source is available, and still use Dishanywhere.com or App?

Any ideas for solutions to either issue?

I see a black border around live TV and programs from my DVR. A couple of on-demand programs I checked fill the screen. Looks like there are several different players used for DishAnywhere. Some properly fill the screen, some do not.

The examples I used were HD programs and did display in 16:9 not 4:3.
