TSReader is the first tool, then debug ports on some modelsand R5000-HD.

Check Palladia and the HDNets if you would... those are some that look the best to me on both providers...I just checked CBS C and FTV. FTV is still 1920x1080i, CBS C was 1440x1080i. If there are few individual channels that people want me to check I'll look, but I'm not going to scan every HD channel I receive.
Nowadays almost if not all content providers distribute in MPEG4 that is statistically multiplexed with 4 HD channels per Motorola DSR-6000 giving 8 to 10 HD channels per 36 MHz c-band transponder. Dish held off and did not buy H.264 encoders for the premium and other channels to compete with DirecTV new 100 HD Channels offering a few years back and stayed with transcoding to a lower resolution mpeg2 till the content providers distribute in MPEG4, so, as Charlie has said, DISH just passes through what they get. No way could DISH de-mux the stream the content providers distribute in MPEG4, transcode, statistically re-multiplexed in real time with out huge degradation in picture quality and DISH does not have the HD H.264 encoder's to do the transcoding to a lower resolution anyway.
DirecTV signed a $9 million on a deal with Tandberg Television for MPEG-4 encoding technology but went with Harmonic Electra 7000 HD H.264 encoder's better performance, to be able to transcode 100 mpeg 2 HD video streams to mpeg4 to fit on their newly launch satellite D10. At that time DirecTV had transcoded mpeg2 to mpeg4 that looked better then what DISH had, mpeg2 transcoded to a lower resolution, but that was then and now is now and its a whole different story.

After having FIOS a few weeks I would have to say that D* PQ was pretty good, but I saw it deteriorate slightly as they added a lot more Mpeg4. Still its not bad at all. On FIOS though you can tell what channels are the fault of the provider and what channels have problems at the source.I agree completely! FIOS for someone who has never had a chance to see it in full force. Is like watching D* best HD channel, and Improving the PQ another step futher. Fios is the Blu Ray of the televison providers.
I wish I could have it.Fios is the only reason I love going to my IN-Laws.
