Does a 0.75 Shawdirect antenna works in Mexico City?

I just want to receive the SD French channels (but I need the F1 por activate and rehit my receiver). DOes the 0.75 shawdiect antenna work in mexico city for that?

The owner of the department don´t want that I install 1.80 antennas and only permits me one 1.20 or less antenna.

Please tell me the thruth, because I don´t want to buy a expensive antenna for nothing!

A 75cm dish works in Morelia which is almost the same latitude as Mexico (19'N); don't see why it wouldn't work then
