Do i need to cut the weld

so I rescued a dish from a guy in next county. on the polar mount declination angle adjustment is not possible because the bolt and the iron plates are welded together. Do i need to cut the weld out or is it supposed to stay like this?

If just the one nut is welded: yes, leave it like that!
You can turn the other two nuts loose, then turn the declination bolt, and then fasten the two other nuts again.

That is, with my somewhat limited knowledge of polar mounts....

You are right. Now I just to replace these rusted nuts and bolts and will be good as new
