Distants Question about OO markets

E* got in trouble for offering distants to many who shouldnt have recieved them and the rest is recent hist etc etc

What I want to know is why can't those of us in OO markets of network affiliates still get them?

There was nothing illegal about it...why did they go away as well?

How does D* still offer this but E* does not?

Court ruling. Since Dish gave to so many who weren't supposed to have them, none of Dish's customers can have them.
