The List, if still up to date and accurate, still lists BIG10 in AT200, FWIW.

The List is incorrect. The Big 10 Network is in AT120+ and higher, not AT200.

Also, if BIG10 had changed packages, would there have been something in an uplink report like "changed package flags"?

I believe it would show something like this. In this case, it didn't change packages. I was asking if it did because I have AT120 but it shows up in my guide under "All subscribed", although it also says "-0 channels" (the B10N is one of those channel groups that you can 'expand' in the guide). Sorry if I caused that confusion....

I did a search in the uplink forum, but the only "tier change" was it going on free preview 2 weeks ago, so unless there is something else, no package change.
