Dish Network Expand WB DMA'S

There could be a change in who would end up having a CW Network channel or not once UPN and WB are shut down. I am glad that they are doing this so that some will not miss their favorite shows if their local station does not choose to air the CW Network.
Isn't this just a way to provide a WB feed to markets that have a "WB 100+" cable-only station?
Also, my guess would be they picked the two affiliates they did, due to minimal overlap of syndicated programming with other stations in the new markets receiving these feeds. Surely syndex rules still apply in this situation.
Also, I know the CW is coming soon, but it's quite likely these plans to provide WB to small markets were already in the works long before the CW existed.
