Vietnamese was in the works as far as I know. There have been two channels that have been talked about, but no specifics. As to "every other international except vietnamese.."

ANY African language or dialect except AMERICAN English
Romanian
Bulgarian
Hungarian

Croatian (though I think Antenna still has some croatian programming)

Creole Carribean
Dutch (they did but now its gone)
Danish
Gaelic
English from Ireland
English form Australia
French Canadian
Norwegian
Icelandic
Sweedish
Finish
Latvian
Estonian
Lithuanian
There are also about 200 dialects and languages not listed here, let alone channels from specific countries whose languages are already represented in the raft of Dish international channels.
