Five will get you ten that if you put a load on it, the voltage will drop to nothing.

Is your meter set for AC or DC voltage?

While the video discusses the center conductor voltage, what is the voltage reading on the shield (it should be earthed before it comes in the house)?

The dish gets its power from the Hopper or a DPP44 so if the cable isn't connected to the Hopper or a DPP44, there's no power source (actually, I don't think the DPP44 inserter will send power downstream but if it did, it would only be <=28VDC).

I could check the DPP44 , But I blew the fuse on my meter by accident.

I can try my other one, It will tell me if there is 120, but not if there is less.
 
If you unplug the PI for the DPP44, that removes the last of the possible DISH contributions to your readings. Getting 110VAC out of a dedicated DC adapter would be difficult to pull off without frying the adapter itself and everything else in the system.

Is your other "meter" a Wiggy or a neon type tester?

Voltage measurement typically isn't fused on a digital multimeter as the resistance is so high as to appear to be an open circuit. My Rat Shack meter has two fuses and if I pull them both out, I can still accurately measure AC and DC voltages.
