Dish fraud charged for ineligible dx locals

Just got my bill today and there is a $3.00 charge for Dallas ABC.
I live in Louisville Ky. and could not even get Dallas ABC if i wanted it.
Called Dish to dispute and was told they would credit my acct. next month but had no idea how it was even added to my acct.
I haven't made any changes to my account in almost a year and am kind of getting concerned about some kind of fraud going on and getting billed next for PPV/adult etc.
Could my dish account have been hacked or is this just *E trying to pull a fast one knowing many people don't verify the accuracy of their bills.

DALLAS abc can be added in some locations with a waiver its almost like somehow there was a waiver subed and appv and once a waiver is apv the channel is auto added thats the only thing i can think of someone had to sub a waiver for abc out of dallas..
